President Duterte to critics: two killings do not make a policy

Manila, Philippines - President Rodrigo Duterte cleared on Tuesday that two killings do not make a policy - debunking  the allegations that killing of drug suspects and criminals has become a policy of Duterte administration.

In a Senate hearing, Philippine National Police chief Director Ronald “Bato” Dela Rosa made a tearful request to the critics of drug war and to the public to not accuse the PNP and jump into conclusions easily.

The president also reacted to the outrage over the killing of two teenagers, Kian Lloyd Delos Santos and Carl Angelo Arnaiz.

“Do you think two killings, even if it’s illegal, would make a policy?” president Duterte said in a media conference after the awarding ceremonies for the Outstanding Filipinos for 2017 sponsored by Metrobank Foundation Inc. at Bonifacio Global City in Taguig.

“Dalawang patay. Palagay na natin, pinatay - murder o… I ask Hontiveros, , ‘Is that already a policy? Is that the baseline of a policy?’ Paka-bobo naman niya,” he said.

The president’s reaction was based on how Senator Risa Hontiveros grilled the PNP chief yesterday at the Senate hearing of the committee on public order and dangerous drugs on extrajudicial killings.

President spokesman Ernesto Abella already told the press at Malacañang earlier that day that there will be no tampering in Arnaiz’s case.

“There’ll be a thorough and impartial investigation,” he said. “Those who will be found responsible will be made accountable before our laws.” 

Previously, the president met with Kian’s parents and assures them of fair investigation. 

The president said that his foes were trying to crash him on the deaths happening; opposition side allegedly reached out to the parents of Delos Santos, tried to pay the couple and bring Kian’s body on EDSA.

He also defended police chief Dela Rosa over being emotional at the Senate hearing.

“He cried because it’s an insult to say that it’s a policy of the police to kill. There are so many criminal minds, even in the Liberal Party,” Duterte said, referring to some Senators who belong to the opposition.
